Taking into sincere consideration the recent developments in the EU-Ukraine relations, one might draw a conclusion that UEPLAC V, pursuing the objectives of its predecessor, appears to be a flagship actor in enhancing the European integration policy and the legal approximation process in Ukraine.
Ukraine reaffirms the European integration to remain a priority of its foreign policy and an effective incentive for internal changes simultaneously. And the gradual progress of negotiations on the EU-Ukraine Association Agreement including the FTA(+) is an additional proof of this statement. The Association Agenda, that replaced the AP, seems more ambitious since it envisages conclusion of the Association Agreement. The latter suggests tighter political association and further economic integration, joint participation and responsibility, as well as deepened EU-Ukraine co-operation in a number of areas including energy, transport, environment and health.
Another promising EU initiative – the Eastern Partnership – is expected to allow Ukraine to advance approximation of its energy legislation to that of the EU, to accelerate its transition to the energy-efficient economy and to promote transparency in the energy sector. The Eastern Partnership programmes of institutional and regional development and the border management integrated system represent a particular interest for the country.
Ukraine ’s WTO accession, progressive negotiations on a common EU-Ukraine air space agreement and on the visa regime facilitation constitute other factors that favours Ukraine’s advancing towards the United Europe.
In the light of the above, the UEPLAC thorough support might prove to be of great value for its main beneficiary, recipients and Ukrainian policy-makers in general.
