Ukraine-EU Free Trade Area as an instrument of European integration and internal reforms |
Ukrainian-European Policy and Legal Advice Centre (UEPLAC) facilitated a conference organized jointly with the European Integration Committee and Institute of Legislation of the Verkhovan Rada of Ukraine entitled Ukraine-EU Free Trade Area as an instrument of European integration and internal reforms. Two other EU technical assistance projects, namely, Accession to and Implementation by Ukraine of International Agreements and Conventions on Transport and EU technical assistance project Implementation of Ukraine’s commitments under WTO and ENP frameworks in the Rural Sector (Sector Wide Approach) made a contribution too .
This event continued the Ukrainian debate about the new contractual relationship with the European Union, which began in other fora, for example, by the initiative of the Yalta-European Strategy (YES) and the World Bank in 2008. It was however different as it had a much more focused target audience (namely, the Members of the Parliament and the staff of the Secretariats of parliamentary committee (-ies)) and it focused not so much on the overall benefits and costs of the future new agreement between the EU and Ukraine but on its implications for domestic policy in concrete legal and institutional terms. In addition to the presentations of the experts of UEPLAC and other EU technical assistance projects, the case studies of Bosnia and Herzegovina (recent signatory of the Stabilisation and Association Agreement with the EU) and Lithuania were explored.
The conference speakers, both from Ukrainian line ministries and EU experts, analyzed the implications of the future Association Treaty and deep free trade area as its core component for Ukraine in the areas of internal market, energy, environment, transport policy and agriculture (food safety). For that purpose UEPLAC written briefing document (Aide memoire) with contribution of the above mentioned EU technical assistance projects in structured way presented both the background issues and possible implications in various policy areas.
UEPLAC is funded by the European Union and implemented by the European Consultants Organisation (ECO) in consortium with THALES Services SAS, STELLA Consulting, ESTEP and EFICOM. The project will continue until 16 July 2009 .
