The EU-funded Ukrainian-European Policy and Legal Advice Centre - Phase IV (UEPLAC) held its Closing Ceremony.
The representatives of the Ukrainian high ranking authorities, including the Cabinet of Ministers of Ukraine, the Verkhovna Rada of Ukraine, ministries and other bodies of executive power as well as the representatives of the European Commission, Embassies of the EU Member-States, International organisations, EU-funded projects, NGO’s etc., attended the UEPLAC Closing Ceremony that was held on 24 June 2009.
The EU-funded Ukrainian-European Policy and Legal Advice Centre (UEPLAC) is currently finalising its activities within Phase IV, during which UEPLAC has been supporting the understanding, implementation and ownership by the Ukrainian Authorities of the whole process of approximation of the National legislation to the EU acquis communauitare .
In the course of its three years’ duration, UEPLAC IV charted every development in the legal approximation process and established sustainable co-operation with all the major “players” dealing with the approximation of the Ukrainian legislation.
The long-standing relations have been established with the Vice Prime Minister’s Office, the Ministry of Justice and its State Department for Legal Approximation, the Secretariat of the Cabinet of Ministers and the Co-ordination Bureau for European and Euro-Atlantic Integration as well as line ministries. The Project paid particular attention to fruitful and close collaboration with the Verkhovna Rada of Ukraine, in particular the VRU Committee on European Integration and the VRU Institute of Legislation. UEPLAC has also co-operated closely with the Main Department of Civil Service of Ukraine and its Centre for Adaptation of Civil Service to Standards of EU and the Civil Service High Corp. Academy. Bearing in mind its ambition to activate synergies, UEPLAC was keeping regular contacts with a number of the projects being implemented in Ukraine as well as with the World Bank, Council of Europe, UNDP and SIDA.
In the course of its implementation, the Project adhered to its proactive approach in order to perform all tasks. The research was done in general matters of enhancing the legal approximation process as well as in particular spheres of the Project activity. The Project team made significant efforts to timely develop and implement various tasks in order to reply in the most efficient manner to the needs of its partners.
During its implementation, the UEPLAC team was involved in all respective spheres of competence. Particular efforts of UEPLAC were devoted to prioritisation, annual planning for the Plans of Measures on implementation of the National Programme of Legal Approximation, developing a model for regulatory impact assessment of approximated legislation applicable in the Ukrainian context. A number of legal studies were also undertaken and finalised by the UEPLAC experts within Internal Market related matters, including a perspective of setting the FTA up as a core component of the future Association Agreement, through Environment, Energy, Transport and Telecommunication sectors to Justice Freedom and Security area. Over one hundred various Project events have also been held abroad and in Ukraine that concerned all spheres of the UEPLAC competence.
The Management Information System for Legal Approximation (MIS) has also been set up under UEPLAC IV that becomes, in Ukraine, the only accessible source of systemised public information documents and that compiles examples of the Member States’ best practices, being at the same time a comprehensive operational tool for both involved in the LA process and the general public.
