UEPLAC undertook analysis of the State Targeted Programme for Training of EU specialists` implementation in 2008 – 2009 |
Upon request of the Main Department of Civil Service of Ukraine, UEPLAC has undertaken the analysis and assessment of the implementation in 2008 – 2009 of the State Targeted Programme for Training, Re-training and Advanced Training of Specialists in the Sphere of the European and Euro-Atlantic Integration for 2008 – 2011.
While carrying out this assessment, UEPLAC experts examined not only performance of the quantitative parameters (such as number of specialists trained, regulatory instruments prepared, etc.), but also fulfilment of the tasks related to framing of the system for training, retraining and qualification improvement of civil servants.
As a result, a range of detailed recommendations have been formulated, which can be used for the said Programme implementation in 2010 – 2011 and while elaborating amendments to it. Along with recommendations of general nature, aimed at strengthening the efficiency of the Programme implementation, UEPLAC has also delivered a set of recommendations concerning its priority axes, namely:
- enhancing the mechanism of needs in specialist identification;
- weaving a network of educational institutions providing training services;
- improving quality of the training services provided by the educational institutions;
- strengthening effectiveness of coordination and control activities related to implementation of the Programme;
- attracting international technical assistance for purposes of the Programme implementation;
- providing government agencies with specialists.
The UEPLAC expert team does appreciate the Main Department’s collaborative approach and openness to an independent assessment of its work.
