UEPLAC organised a study visit of Ukrainian civil servants to the Customs Department of Lithuania

Upon request of the European Integration Bureau at the Secretariat of the Cabinet of Ministers of Ukraine, UEPLAC organised a study visit for a group of Ukrainian civil servants to the Customs Department under the Ministry of Finance of the Lithuanian Republic.

The trip of representatives of the State Customs Service of Ukraine, the European Integration Bureau at the CMU Secretariat and the State Department of Legal Approximation of the Ministry of Justice lasted from 17 to 22 May. Activities in the framework of this visit took place either at the Customs Training Center, or central units of the Customs Department, or at the Vilnius territorial customs office and the customs post “Medininkai”.

Participants studied experience of the Lithuanian customs bodies in issuance and verification of movement certificates EUR.1, as well as in organisation of the law enforcement activities under the Customs Department. In particular, Ukrainian civil servants got acquainted with the work of their Lithuanian colleagues in Tariff Unit of the Customs Department on definition of origin of good , and with work of the Customs Criminal Service on prevention and fight with violation of the customs legislation. Various aspects of issuance and verification of certificates EUR.1 have been examined: procedures, software and dataware, criteria of proper administration, staff recruitment, organisation and financing of form sheets’ printing.

The issue of movement certificates EUR.1 is topical in view of the fact that the EU-Ukraine Association Agenda provides for the transfer of competence to the State Customs Service of Ukraine to issue such certificates. Requirement to present a certificate EUR.1 is to become a compulsory condition of getting preferences for the Ukrainian export to the EU, under provisions on the deep and comprehensive free trade area of the future Association Agreement between Ukraine and the EU.

As a follow-up to this visit, further co-operation between UEPLAC and relevant Ukrainian governmental authorities is planned, notably on entrusting the customs bodies of Ukraine with issuance of the movement certificates EUR.1 as it is provided by the EU-Ukraine Association Agenda.
